Cllr Angeliki Stogia backs motion to make Manchester’s Bee Network safer

Cllr Angeliki Stogia brought a motion at Full Council calling for stronger enforcement and a cultural shift to tackle dangerous driving and make the city’s Bee Network safer.

Manchester is investing £1.2 billion in an integrated, sustainable transport system—but reckless road users threaten public safety and undermine efforts to create streets where people can walk, cycle, and travel safely.

Speaking on the motion, Cllr Angeliki Stogia highlighted the reality faced by residents across the city every day. “Wilbraham Road alone is used by over 4,000 schoolchildren, teachers, local families and commuters—yet it has seen fatal and serious collisions and near misses. This space should be safe but too often it isn’t.”

On Withington Road, she described the mix of speeding delivery riders, double parking, parking on double yellows lines, and speeding — where the vision of the Bee Network meets the reality of enforcement gaps. A recent Home Office report revealed that Greater Manchester has some of the highest levels of driving offences in the UK.

Cllr Stogia stressed that while most Mancunians are responsible road users, a small reckless minority puts everyone at risk. She called for an expansion of ANPR enforcement at high-risk sites and a renewed push on road safety campaigns, citing the success of THINK!, which has reduced dangerous driving by 45% in other areas. “Manchester leads in sport, culture, and innovation—let’s lead in road safety too,” she said.

The motion was overwhelmingly supported. The Council will continue working to roll out more ANPR enforcement and continue to seek the funding needed to improve enforcement and change road user behaviour, and will explore further the idea of a public safety campaign, ensuring the Bee Network is not only the most connected and sustainable but also the safest in the country.
